Check your system and make sure you are running Windows XP SP2 or SP3 . If Service Pack 2 uninstalled then firewall will gone. Try to update Windows.

You cannot turn on or turn off the Windows Firewall setting on a Windows XP Service Pack 2-based computer1) What is the installed antivirus/security suite, does the AV/sec suite contain a firewall or have you been using the native XP firewall all along ?2) Did you run the Fixit directly from the KB article or download,save it, and then run it ?
