If your Windows Live account has been hacked and the password changed, go to the Windows Live website and find the forgotten password link. And not from your regular computer! Use a known trustworthy PC, or a Live CD. If that does not work, you can try phoning Microsoft but there may be little you can do. And my own advice would be back up your data, reinstall Windows on your computer, and thoroughly virus scan your data before you copy it back.
