My Windows Installer isn't working. Please help.

Hello,
My windows installer hasn't functioned correctly for the past few days. It will not allow me to install/uninstall anything that relies on it.
This is the error i have been getting:
"The Windows Installer Service could not be accessed. This can occur if the Windows Installer is not correctly installed. Contact your support personnel for assistance."
If someone could help me as soon as possible it would be much appreciated.
P.S: I have tried some attempts to fix it that i have found on the internet.

Here is a link to a possible solution. Hope it helps. Turn your anti-virus off first before doing anything.

Hi,




Firstly, if the issue did not occur previously, please try to perform a system
restore and see how it works.




If system restore cannot help, based on my research, please try the following:




1. Check if you can manually stop and start Windows Installer Service.


2. Run the following commands in privileged command prompt and test the issue again.


msiexec /unregister

msiexec /regserver


3. Run this Microsoft Fixit and see how it works.

Fix
problems with programs that can't be installed or uninstalled




If issue persists, please run System File Checker tool and see how it works.
