Multiple RDP Sessions for Windows 7
How do I allow multiple, simultaneous user logins (RDP) to my Windows 7 server?

Well I think you will find that the license for windows 7 only allows for a single user, so multiple RDP sessions would be against the TOS (Term of service) there are third party tools out there but many get your windows license blacklisted.
Microsoft has server class OS's with license for this.

Hi,
By default, Windows 7 doesn’t support multiple Remote Desktop sessions. You can see the following article for information:

However, you may make it work by using some third party methods. I would like to share the following sites personally:
