Mouse and Keyboard randomly stop working

I have a toshiba laptop.  The keyboard on the laptop died a while ago, so I purchased an ONN USB keyboard.  Where I am a gamer, I also purchased a Logistics USB mouse.  I installed Windows 8.1 quite a while back and have never had a problem with it until now.  At times the mouse buttons fail to work, and the keyboard seems to have random keystrokes attached to it.  For instance, when this happens, I can move my mouse pointer around, and can click on individual tabs, but I can't type anything into any text windows.  I also can't power down the computer by moving the mouse to the edge of the screen and having the options (Search, Settings, etc) come up.  I move my pointer to the edge of the screen and nothing happens.  With the keyboard, I cannot enter text into any text window, but sometimes entering text will cause strange keystrokes. For instance if I click into the web address window and try to type a single letter, all I get are web addresses I may have visited the day before, cycling through them one after the other.  Or if I try to type a single letter such as w, the program will turn itself off.  I can re-click to re-open Firefox again, but again I cannot enter any addresses in the address window, and any keystroke will either turn the program off or just randomly cycle through addresses.

I am not very computer literate so I have no idea what is going on. The only new thing that has happened to my computer is that I was told that I have Windows 10 awaiting download anytime I want it, and when I start up my computer, I get a window appear that is trying to download something (possible Windows 10), called the Solutions Center, then it tells me I am missing something and it can't download.  I literally have no idea what the heck is going on, and having to turn my computer off and on with the power button to have my computer only work for about half an hour before this happens is horrible.  Any help is appreciated, and again, I am not computer literate, so please be very specific.

Edit:  Here is the info the pop up windows I am getting is saying:

"There was a problem starting C:\Windows\System32\LogiLDA.dll."

The other Solutions Center download goes like this:  A window pops up saying "Windows Installer. Please wait while Windows configures Solution Center"  Then another window opens saying "The feature  you are trying to use is on a network resource that is unavailable.  Click OK to try again or enter an alternate path to a folder containing the installation package."   If I click OK, I get the message "Cannot find C:\Users\Shannon\Appdata\Local\Temp\7zS7F74\Setup\SolutionCenter\SolutionCenter.msi"

There is an issue with your drivers for those devices. You'll need to remove them and reinstall them, since you don't know much about PC's here is a link to a video tutorial.
