Modify Group Policy in Win7 Home Premium with Registry - Allow driver installation

My company doesn't have a server running, so each PC I manage is a local machine, with an administrative user and one standard user. I need to set one exception within group policy for that standard account so they can install drivers for cell phones (weird
request I know, we flash cellular devices). All of our PCs are Home Premium, and I only need to do this to about 6 machines. I know this can be done through the registry, and you can allow certain device classes to be installed by standard users. Any help,
please?
