Is the PC connected directly to the modem or through a router? Does the network connection icon in the system tray show a good connection except for Internet access? If the PC is connected directly to the modem, have you installed the PPoE connection software your ISP provided (or configured the connection manually with your user name and password for your ISP)? If it's connected through a router, is the router configured for a PPoE connection properly?

It is connected through a Belkin Share N300 wireless routerChristopher R. Baranski

Are you trying to connect wirelessly, or with an Ethernet cable? It's not a compatibility issue between Windows and the modem, since Windows doesn't even know the modem's there, it just sees the router. Do you have any other devices/computers that do connect correctly through the router, so we can rule out the router/modem connection as a possible issue?

I don't know what file you're talking about, the Belkin setup files? You really don't need any files at all to set up your router. Is the router even working? Are the power and connection lights lit? Is the DSL modem connected to the router's WAN port? Open up a web browser (IE, Firefox, Chrome, whatever one you wish) and enter http://192.168.2.1 in the address bar - I think that's the default address for a Belkin router... From there you should be able to navigate around and enter all the required information.
