I have been looking around.

We have decided to use the FIM portal more and our current system we have a separate sharepoint environment to house the FIM portal.

I cannot seem to find any examples, but we would like to migrate this FIM portal to a different sharepoint environment that our company is already using that way it has better infrastructure than the current shallow sharepoint we have.

You will need:

1. Shutdown FIM.

2. Make a copy of the FIMService DB

3. Install FIM Portal into the new SharePoint (make sure you install the same exact patches as the current one)

    During installation, chose the option "use existing Database" and point it to the FIMService DB

No you will not.

Everything is in that Database. Configuration and data.

Does it matter if our current environment is a sharepoint farm or not, or does it not matter I am basically doing a fresh install of the portal in the new environment and pointing it to the old database,

Now if I moved the database then it would be different correct? We would have to do a re-install of the FIM Service, and the FIM portal,

Our environment is all segmented and separated out.

Youbare using the same database. Backup is just for worse case scenario. If you are segmented, you do not need to reinstall FIm service only portal.
