Microsoft Forefront Client Security fails to install on Windows 7 Home Premium 64 bit

Everytime I try to install Forefront Client Security on my PC, I get the following error message:

Microsoft Forefront Client Security -- Installation failed.

I have a Dell XPS 8300 running Windows 7 Home Premium 64 bit, and I cannot figure out what is causing this, but before it fails it gives me the following notification that I have to accept by clicking a box:

PLEASE NOTE:  Microsoft Corporation (or based on where you live, one of its affiliates) licenses this supplement to you.  You may use it with each validly licensed copy of Microsoft Forefront Client Security software (the software).  You may not use the supplement if you do not have a license for the software.  The license terms for the software apply to your use of this supplement.  Microsoft provides support services for the supplement as described at www.support.microsoft.com/common/international.aspx.

Can anyone explain this to me PLEASE??
