Metro Apps Fail for new profile users of Surface Pro 3

I need help regarding an issue Im facing with a Microsoft Surface Pro 3 and the Metro applications in Windows 8.1 in our domain environment.  The Metro apps just dont connect when an additional user logs in.  Each profile is built correctly, but the applications have a small X in the lower right hand corner, and they are just non-functional.  The first user doesnt have this problem, and the applications all work just fine.  But when a new profile is built these Metro apps are just not functional.  Installed shortcuts are there and working fine, but not the Metro apps! 

Ive tried to reinstall the OS, to see if it was something unusual, but thats not made any difference.  When the IT folks install and test, it works great.  But the next person to log on and create a profile no Metro apps.

Have any of you seen this before?  Is there some security or other consideration Ive not addressed?  Id sure appreciate some insight or another perspective.

Hi,

This behavior may be caused by an error that occurred when an app package was first installed or injected into the Windows 8 or Windows 8.1 image. Or, it may be caused by out-of-date software.

This issue may be resolved by just waiting several minutes, as the issue may be fixed by Windows.

If the issue is not resolved after several minutes, first try checking for Windows updates, as updating Windows may fix the problem.

If updating Windows does not work, you may be able to resolve this issue by either installing a new app from the Windows Store or by reinstalling or updating existing apps. Doing this may update or fix a dependency that multiple apps rely on.

Also try Windows app troubleshooter and register all apps to Windows by using following PowerShell command

Get-AppXPackage | Foreach {Add-AppxPackage -DisableDevelopmentMode -Register "$($_.InstallLocation)\AppXManifest.xml"}

Can you give me some hint regarding how long to wait?  Are we talking minutes?  Hours?  Days?  My user, who wants his employees to get to work using these devices, would expect a fairly short wait.  He'd be concerned if each of the 60 or so people he wants to have access to this device would have to wait an hour after log in before they could use the Metro Apps.  But if waiting is the answer, I'm good to tell him that.

I'll give it a try and see if that is the solution.

I've downloaded and tried the app troubleshooter.  It works for a few moments and then advises the user doesn't have a Microsoft Account.  (I don't think that's required.  But suggested my user get an account to see if it made a difference.  He objected.)

The Surface Pro 3 units have all be updated thoroughly thru the windows updates sites.  Hundreds of updates have been applied, so the OS at least should be up to date.  The challenge is the 'Store' is one of the applications that is disabled or unconnected.  Adding an app becomes problematic.

Now the PowerShell command is very interesting.  That sounds like something I can try to put things right.  Thanks so much and I'll give that a go as well.

I'd insert a photograph of the metro screen with all the disabled apps, but it seems my account needs to be verified before I can add a photo.

We wonder if there is any luck your issue has been resolved, if you've found solution by yourself. We would appreciate it if you could share with us and we will mark it as answer.

As mentioned in my last reply, this issue may be resolved by just waiting several minutes, up to a few hours. If this issue still persists after that, perform further solution I gave.
