Many Certificates are expired or invalid

Going through my certs in IE11 I've noticed many of them are out of date and show "this certificate is expired or is not yet valid". I've also got a bunch of Root CA's that are not expired yet they show "the certificate is not valid for the selected purpose".how to  

Windows Defender doesn't work, but nothing picks up any sign of malware.  Finding any information on how to deal with certificates for a home user is impossible to find.  All links direct to WinServ distros in which they talk about self signing CA's...

I'm looking to fix my public keys, has anyone run into this?

If you are getting a message when using IE that says  "The security certificate has expired or is not yet valid, you will want to check the date and time your computer is set to.
