Make destination security permissions apply to files moved within same volume by default (Win 8.1)

Hello,

Basically I'm trying to achieve what is described in kb article 2617058 ""MoveSecurityAttributes" registry entry does not work in Windows 7, in Windows Vista, in Windows Server 2008 or in Windows Server 2008 R2", but rather for Windows 8.1:

The registry entry referred to in that piece isn't showing up on my machine.

Would appreciate feedback on how to achieve the desired default behaviour on Windows 8.1 any time a move operation takes place.
