A message appears occasionally on my screen which warns that some of the settings of my MS Security Essentials are turned off and my computer is at risk but when I go to check the settings, nothing is turned off

A message appears occasionally on my screen which warns that some of the settings of my MS Security Essentials are turned off and my computer is at risk but when I go to check the settings, nothing is turned off
This sometimes happens when MSE is downloading/installing the latest database.
