We have two gateways to PSTN but SBA mediation server will always go to first gateway and second gateway always idle.

Can we control route to both gateway to load balance the traffic?

Do you have both gateways listed in the same route?  This would typically be the method you'd use.

Did you implement DNS load balancing for the Gateways ?

PSTN gateway. A Lync Server 2013 qualified gateway must implement DNS load balancing, which enables a qualified public switched telephone network (PSTN) gateway to act as a load balancer for one pool of Mediation Servers, and thereby to load-balance calls across the pool.
