Can we enable IM, AV, power point,whiteboard and polls in federation but disable program sharing, desktop sharing and file transfer. If yes how can we achieve it?

You can configure your requirements through the conference policy.

Through the conferencing policy as Holger says. But if you're asking whether you can do this only for federated users whilst retaining desktop and program sharing between internal users, then the answer is no.

Unfortunately you cannot differentiate between federated users VS non-federated users through conferencing policies.
