we cannot record Lync sharing desktop/powerpoint/whiteboard  peer to peer or IM conferancing without joining the Audio?

Correct this will not work in my experience - You can always start and audio conference and mute participants.

Did the issue also happen with a Lync Meeting or just happen with peer-to-peer conversation?

On Lync Server Control Panel--Conference--Conference Policy, make sure the option "Enable peer-to-peer recording" clicked. If not, choose this option and then test the issue again.

Recording is working, the issue here is that you cannot record unless you start an audio conference.
