Lync 2013 on Windows 8.1 ignores commas to pause dialing; I just upgraded from Lync 2010 on Windows 7 where it used to work just fine.
Has anyone identified a solution?

I just found a solution in installing Lync Voice Quality Advisor and set it to handle tel: URI.
