It may the issue of the Web Components, so please try to reinstall Web Components and then test the issue again.

It may the issue Certificates in trusted Root Authorities, so please add the following registry keys to each Lync server and reboot as well:

HKEY_LOCAL_MACHINE\SYSTEM\CurrentControlSet\Control\SecurityProviders\SCHANNEL

DWORD: SendTrustedIssuerList

Value: 0

First sorry to post he question in lync 2012 section,

i installed PersistentChat  on the lync 2013 STD server so i didn't request any new certificate,

i trayed to reisntall the component and add the registry key but didn't work
