Local Security Policy: Block Microsoft Accounts

Windows 8.1 pro, on a domain.  Set the local security policy for Block Microsoft Accounts to: Users cant add or log on with Microsoft accounts

Now when the machine starts the login screen is empty except for the power option in the lower right corner. Is this the expected behavior? You cannot (from what i can tell) still login with a local or domain account.

Is there a key combination to get a CTRL ALT DEL login? The only way I have found to fix this, second attempt, is to go back to a restore point.

For anyone else that finds this.. 

I used Hiren's Boot CD to edit the registry and change HKLM\SOFTWARE\Microsoft\Windows\CurrentVersion\Policies\System  there is a value for NoConnecteduser  which is the registry entry for Block Microsoft Accounts

0 - Disabled

1 - No Add

3 - No add or login with MS accounts.

Why this affects being able to login locally or with a domain account is a mystery.
