Latest Unicode support in Windows 8.1

Hi,

It seems that Windows 8.1 isn't aligned with the current Unicode spec (version 7.0) and it can't display the newly added glyphs.

Is this correct? And if so, is there a way to update the OS with relevant font/service pack/etc.? I didn't find any relevant official information.
