Language Pack not usable message in Windows 8.1
Hello, I have Asus X202E Vivobook bought with Windows 8 Japanese OS version. I had the OS switched to English. Yesterday
I installed Windows 8.1, I can see that the english language pack is still there in the system but it shows unavailable. I'm unable to switch the OS back to English or read anything as I do not know japanese.
I tried to install another english language display of English (UK) but it's just not working. So for example, if I open
my control panel, everything is in Japanese, whereas before the 8.1 update, I was able to view everything in English.
Could anyone suggest what I should do to switch to english?

i have the opposite problem, i need to be able to switch from the english display language to the japanese display language. it was working fine with windows 8.0 but now i can't select japanese as a display language. can you tell me what i need to do?

Hi,
I have just made the switch from win 8 pro to 8.1 pro and have the same kind of issue. Originally a japanese OS but french LIP. Used to work fine until update, since the language pack still appears in the language options but no option to uninstall or any
other option at all, it just sits there and does nothing...
Tried to download new MUI and install manually from

Thanks for providing this information! I was going nuts trying to switch my computer to EN-US. Followed everything as given by Microsoft and did it exactly the same as when I switched from German to English in 8.0 but only got the keyboard layout.

I tried the link for english and it works. Nevertheless should french be impossible to get for me I will try to install english. I actually already tried by renaming the downloaded cab file LP.mlc but I cannot change the file extension from cab to mlc.
When I double click on it it just opens the directory to show all the files in it... As said before this all happens in japanese and in such a case intuition is not sufficient to solve the problem.

Hello,
I have exactly the same problem and I cannot understand why Microsoft does not give a solution. Language packs during standard control panel procedure is downloaded, then doing installation procedure but do not complete installation and show an error of
"the update failed to install". I had seen similar error also in windows 8 which was solved only after doing a clean install(factory laptop default) and then, before installing any updates, I installed the language pack. Maybe it has something
to do with Net framework or Internet explorer privileges. Now with Win 8.1 PRO I cannot install the English(US) and also the Greek(ELL) language pack. Can you also give Greek language pack?

Hi,
I have the same problem JAP to EN(GB). Somehow it doesn't work on my computer. I've tried everything possible from youtube videos to windows help and now with yours. I've selected English language in every language related settings, in this last try I've
followed the rules, rename the file, reset the computer and it still doesn't work. I am a bit desperate already! Especially since i don't understand any Japanese and don't know my way trough or to use any common sense!
Is there any option that some other setting is influencing the installation or preventing it? Can I some how resume the settings on its default state and then try one more time the hole process? Or even do the hole Windows 8.1 installation all over again?

The same with me, I have english in primary position, but can not do anything with it. I can't even remove language pack and then re-install it again.
Alsowhen I go to advanced settings in language settings and try to set English as
override for windows display language, I can pick it from the list but there is a note in the brackets (which doesn't appear with other languages) that says:
unavaliable.

I am working on trying to reproduce the problem. So far I have been unsuccessful going from English OS with Spanish (Mexico) installed to 8.1. You do have to reinstall the language pack in control panel. But everything works as intended.
I will test the reverse: Spanish OS with ENG language pack installed next.
Helpful information would include
OS version (i.e. pro or enterprise)
How the upgrade was done
What language the base OS is
Any errors encountered during the upgrade or presented in the UI.
Screen shots of any error messages.

Hi,
I've done it. Since I know little about computers and even less the expressions used. I will try to explain step by step.
As I said in previous message, I couldn't do anything with EN (GB) language pack. At that point I had on the English language options - windows display language written something much longer than I saw on some guy's video on youtube
(showing just Japanese to English display language settings). I also had in previous response mentioned situation:
In advanced settings in language settings I set English as override
for windows display language, even though there was unavailable () written
in the brackets. When I noticed, on another blog (with screen shots etc.), that the selection in the same settings
bar was: use language list (recommended).
I choose this one on my computer (I know a bit Chinese, and since the characters are
the same at least I could read the names of the countries, and chosen the one witch didn't mean a country and had sth written in the brackets). At
that time I again had in English language options - windows display language option to download and install it.
Which I did, and I got almost everything in English right away (without even restarting or signing out/in). Now when I go to English language options
- windows display language there is written: available.
Today (with English back) I set also the welcome screen and some other details, but there is one survival left and it's Language ()
title in the Control Panels Date, Language and Region. And he can stay :D
Even though I didn't get answer directly on the page, I've got it indirectly through writing posts and articulating the problem. So thank you and I hope that above explanation can
help somebody else too.

I tried this above method but didn't work for me. Language pack was downloaded then beginning installation but ending soon showing an error: the update failed to install. I contacted Microsoft support who suggested reinstalling Windows through windows
option menu since my package is an XP update or either I should install firstly win xp and then win8. When finished win 8 installation I installed win 8.1 from Store before any Microsoft Update comes into my system and when this also finished I installed
all language packages I needed also before any Microsoft update was installed in my system. All languages now work perfectly. There is no other way to solve this kind of problem and I am sure that the cause is Microsoft Updates for the initial system languages.
If one of them is installed before downloading and installing language packs they will simply NOT install. My real real problem is with Microsoft Company that when someone calls for help they are suspicious as if they are talking to a criminal with stolen
software. They asked me many personal things which I didn't mind, and what annoyed me was when they asked me if my previous windows xp package was legal during my try to find sticker on pc case under my desk. This is ridiculous. I have bought 12
windows licenses since 1995. They must change their rules. This is very annoying for someone that pays to buy.

First, as people obviously know, language packs can be added on a machine after what the manufacturer provided and what might be been chosen (if there was a choice) in the out-of-box configuration when the machine was first used. Before Windows 8, ability
to add language packs was limited to the Ultimate edition; starting in Windows 8, that's been made available on most systems.
However, there is still a limitation that's encountered in a version-to-version upgrade: if any language packs had been added, they will not be kept during an upgrade. We recognize this results in a bad user experience and are considering how we might improve
this experience in the future, but for the 8 to 8.1 upgrade it's unfortunately still the case.
What that means is that any additional language packs need to be re-applied after the upgrade is completed.
Now, Windows 8 introduced the notion of the user's language profile -- the set of languages that they use (for Windows, for apps, for viewing Web content, for editing...), and that set of languages should be preserved after an upgrade. Once the upgrade is
complete, then if the user's language list includes languages for which a language pack is available, then the system should detect that and indicate in PC Settings (or the legacy desktop control panel) that the language pack is available. Here's an example
of what that would look like in PC Settings:

If people are finding that they have languages listed for which language packs are supported (over 100 languages) but PC Settings is not showing the language pack as being available, then please report that to us.

If you do see the language pack as being available in PC Settings, then click/tap on that item in PC Settings and you'll see an Options button:

After the download of the new language pack has completed, then that then that will be reflected in PC Settings:

There are some other ways of getting a language pack installed that I'll skip over. If the language pack is installed but not what Windows is currently using, then you should see something like the above in PC Settings.
The language settings UI was designed to be simplest for the most common user scenario, which is a user that has one primary language preference that they want used for Windows, for their apps, for Web content and most of their editing. If that's you and
your preferred language is in the state shown above a language pack is installed but isn't being used, and the language appears as 2nd, 3rd, etc. in your list of languages, then simply click/tap the Set as primary button. After that, you should see something
like this:

After you log off and then log back in, Windows will display in that language.
The "primary" language (the first in the list) is what gets used by default for your Windows Store apps. If you just changed the ordering of languages in your list, it's possible that an app supports that language but that the app data needed for that hasn't
yet been downloaded from the Store. It will automatically happen when the system checks for Store updates. You can speed that along by going in to the Store app and manually checking for updates.

Now, I described above one situation users might be in: the language pack for their prefer language is installed but the language is not the first in the list. But there might be some whose situation is slightly different: the language pack is installed,
that language is the first in the list, but Windows still isn't displaying in that language (even after log-off/-on). If that's you, then there's one other thing you should check, and it's going to require going into the desktop control panel. I'll skip over
the step-by-step for getting to the desktop Language control panel.
This other situation I described might look something like this in the desktop Language control panel:

Notice that the information for English (United States) says, "Windows display language: Enabled (override)". Windows allows for a user to have a language that they generally prefer, but to have Windows display in some other language. In this case, that
other language was also in the user's list, but it's also possible to have the Windows display language be overridden to a language not in the user's list. Either way, the override is set in the same advanced settings page: From the main page for the Language
control panel, click/tap on Advanced settings on the left:

In the advanced settings page, the first option listed is the setting to override the Windows display language:

If the language pack you want to use is installed but Windows is not displaying in that language, then you may need to check that this override setting did not get set to something else. You can change this setting to select the language of any installed
language pack, or you can also set it to the default setting, "Use language list (recommended)":

If you pick the default setting, then Windows will take the first language in your language list that matches one of the installed language packs. (Note that cross-regional matches can occur; for example, matching the English (United States) language pack
with English (Canada) in the language list.)
As I mentioned at the outset, reading through the posts in this thread, it wasn't entirely clear exactly what the details were in each situation. Hopefully the general explanations I've provided are enough to help people get back to the language behaviour
they want. If your situation isn't covered by these explanations or if you still have questions, let us know.
Also, if that last scenario involving the override setting was applicable to you, it would help us to know that.

I actually succeeded in re-installing the french language pack (knowing that everything was in japanese...).
Step 1 went to advanced settings in the language section, rather I clicked on the second option of the top left corner as I was not able to decipher the japanese phrase.
Step 2 In the "use language list (recommended)" menu I chose japanese, which is the parent language for the OS, and all of the sudden O joy! the option to download and install french was back.
Step 3 downloaded in installed, rebooted and works fine so far.
I guess that the previous install of the french language pack created some sort of a conflict with regards to the original OS's language, i.e. japanese.

Have not solved this issue (yet). Reading the above and struggling with the answer. But I probably know what caused it.
I used Windows 7. A 64 bit uk/eng version. Came with my new pc. I am living in Netherlands and most people do not really care about windows in english or dutch. Early this year I bought a Windows 8 upgrade from microsoft.nl. During
the win8 upgrade the system refused to do the dutch version. I just upgraded to eng/uk version. No issue. Afterwards I switched to dutch language for display etc. Straightforward. It worked.
Yesterday I upgraded my "dutch" win 8. It did install the win 8.1 uk/eng version. I used the app store. Since then I tried to change it back to dutch. No success.
So, either it has something to do with original language of previous product (win 7, win8?) or it has something to do with license key.
I will try the following approaches. Two options.
1) go back to windows 8 and back to uk/eng. upgrade to 8.1 in uk/eng. try to change in dutch
2) download a dutch language cab file. rename it lp.cab and try to install on current win 8.1 version.
Update
Solved!!!!!!
Used the second approach. Downloaded the dutch cabinet file. About 300mb. Tried to install by doubleclicking. No change. Had to find the "run" command. After pressing "windows key" plus X, discovered
a new start pop-up screen. Actually, a nice and useful screen. Used the run command to execute lpksetup program. And bingo! All screens and tiles were in Dutch.
Praise Microsoft for this experience.

I have a French system and want to have the US English system. I downloaded the 64-bit US-English version and double-clicked it. I got zillions of files, none of which are executable. There is a lpksetup.exe.mui file, but it has the .mui extension.
Any help? Do I need to move it somewhere?
I had tried earlier to install it via the control panel and I got download done and it tried to install and then I got the message that the install did not happen.

Hi can I have the Chinese (Simplified) pack for 64 bit?
I have upgraded to Windows 8.1, but I can't download the language pack for Chinese Simplified or Traditional.
It says 'Unavailable in this edition of Windows'.
I want to be able to do handwriting input for Chinese.

Okay, so I followed the link to download the x64 bit US language pack. I also renamed it to LP.mlc, but nothing happens. it just opens up the file, which none of the internal components can be run on my computer. What do I do to remedy this issue?

I have exactly the same problem, my Windows 8.1 is in Spanish despite the fact I only have English (US) and English (UK) installed. I cannot get English UK to work. I have tried the fix above and have downloaded both 32 bit and 64 bit versions. I have
changed the name as instructed. However, while both show as Archived CAB files, neither will open. I have now spent many hours on this. I would be very grateful for a genuine fix that works for this problem. I do not want my laptop in Spanish. I want it in
English (UK) please.

I notice there are many who have this problem, I am one of them. I also note that Microsoft are not answering. Is this because they don't know what to do? I have spent hours trying to solve this and unless Microsoft come up with an answer will revert to
XP which is the last OS which worked.

Hi, Problem is you have the hide known extensions in the explorer. So you think you are renaming it to lp.mlc but it is actually "lp.mlc.cab"
Just change the view settings and untick the hide known extensions.

I downloaded the 64-bit version and installed it and my laptop started with a black screen, I had to reformat.

how can I install a new "display language" onto Windows 8.1 Single Language version?
I downloaded the Turkish pack and renamed.when i click it a folder open there is a lots of files in it.I tried lpksetup.exe. choosed the language pack it says turkish already installed. So there is turkish language in my pc but my display language
is english.

Thank you for the links.
My laptop is a 64bit windows 8.1 and has an Arabic language pack.
I have downloaded the English US 64bit pack. Then I renamed it to "LP.mlc". I made sure that I removed the old extension ".cab".
After opening the file, I can see a yellow warning triangle next to language pack under language column.
I highlight the language, however, the "Next" button is still disabled.
What should I do?

2 years on, but just had this exact problem going from 8 to 10 on a compute stick. Had got it all except the advanced option which after doing works a treat. Great screenshots made it easier as full on kanji. Was beginning to fear I had single language
