I'm an Windows 8.1 User in China mainland, and my system language is Simplified-Chinese.Formy business purpose, I also installed the  Japanese languagein my system. In the "Language Preferences"options in Control Panel, I put "Simplified-Chinese" in the first, and the "Japanese" language is in the second position. But a lot of applications and websites always detemined that I'm using a Japanese language system, and show me their Japaneseversion.

A list of part of affected applications and websites: microsoft.com, live.com, Adera (App), XBOX (App), Soletaire Collection (App), ...

This problem occurs in the original version of Windows 8, and still alive in the Windows 8.1 Preview.

Did you upgrade to Windows 8.1 or did you do a clean installation?

Since you were seeing this in Windows 8.0 understanding if this was an upgrade would be useful

If it was an upgrade from Windows 8.0 to Windows 8.1 , was Windows 8.0 a clean install or an upgrade from a previous operating system

Can you run systeminfo from a cmd prompt and report back what the system locale and input locale are indicating?

For Internet Explorer go to Internet Options, General tab, Languages button.

IS there anything on the list, if not can you add your preference and see if that changes the IE language selection.

Dear Sir/Madrm:

The systeminfo application reports the following information:

"System Region": zh-CN
"Input Method Region": zh-CN

For the IE in Windows 8 and 8.1, the system "Language Preferences" dialog will appear when I click "Set Language Preferences" in the "Internet Options" dialog. It seems I cannot set the language setting for IE individually an ymore.
