LATEST UPGRADE HAS LOCKED MY COMPUTER UP SO I CAN'T ACCESS "ALL PROGRAMS" OR SHUT DOWN COMPUTER HOW COME?

Hi, I would like to know if you can boot into Windows successfully? What upgrade was installed. What does "all programs" mean? Is it Start -> All Programs option? Does any program work?
