Issue with launching Lync 2013 client

I have an E1 Office 365 user running Windows 7 Home Premium and Office 2007, both 32 bit versions, who has installed the Lync 2013 application from the Office 365 portal. When the user attempts to launch Lync the follwoing error isretunred. We have uninstalled and reinstalled the application and arestill receiving the same error. We have also performed a clean boot and continue to receive the error. No previous versions of Lync have existed on this machine. Any thoughts on what should be done to resolve?

I already did so and they referred me here due to the fact that they believe it is a software conflict within Windows or Office versus with Lync.
