My company's Directors want to know what the users are doing on the internet.

We don't currently use any MS product for this but have a SQUID server that monitors usage but with DHCP workstation IPs are always changing.

So what MS product can I use to monitor usage that shows which users browsed what?

TMG was the product for that but it is discontinued. But, with short life time DHCP addresses you would have the same issues.

Squid has a option for user authentication as well and then you should be able to generate the desired report from the squid log.

AFAIK, it is not possible to use ISA or TMG to monitor all traffic.
