Intermittent Web Page Access
AMD, XP SP3, Office 2003 (using Outlook 2003); Internet @ 25Mbps down/15Mbps up. A new issue has occured and has me stumped. While using IE, I get "IE Cannot Display the Webpage" and of course the related "Diagnose Connection Problems". If I continue to hit refresh 20-30 times, the page sometimes comes back and sometimes does not. Coincedentally and I feel this is all related, I am also getting Outlook send/receive timeout errors in Oulook 2003 (notably 0x8004210A). Oddly, if I restart Outlook, it will send/receive just fine (most of the time) but only upon start-up from then on "receiving" continues to to time out. Skype has voice mail connection problems as well. I run a continuous ping to google.com and it replies just fine the entire time so I'm ruling out internet or even NIC card issues and Outlook and IE works 100% perfectly on my laptop. To try and remedy, I have reset the TCP/IP stack and flushed DNS; Disabled all IE Add-Ons and ran IE w/o add-ons; disabled any recent shell extensions; deleted all recent Microsoft Updates (those in March 2010); Run Outlook in safe Mode; downgraded Skype to previous version and did sfc /scannow. Still no success. This problem began this Monday. I was on travel last week and everything was fine and no one was on my machine while gone. I was using my laptop to access my e-mail while on travel and using Outlook 2007. I return home and the same e-mail account times out as described in Outlook 2003. Can anyone help? Thanks! Bill
