I shut my computer down and had a power flicker before the updates completed. I don't know what to do now. I wouldn't do anything so I restored it to an earlier date. All of my Windows 8 Tiles are gone and it will not open any programs. It is only 2 weeks old.

Try the App Troubleshooter (http://go.microsoft.com/fwlink/p/?LinkId=271185) and look if the registry is fine:

Also, I consider if the registered file fails to load, please run following command to check the results:

powershell -ExecutionPolicy Unrestricted Add-AppxPackage -DisableDevelopmentMode -Register $Env:SystemRoot\WinStore\AppxManifest.XML

Please also test this issue in New user account since it can also be caused by corrupted user profile.
