Inability to move Start Menu folders
Whenever I try to move any folders in the start menu, I get the error
that the action cannot be completed because the file is open in another
program. And I know it's not. The application within that folder is not
running whatsoever nor does it run in the background. This is happening
with ALL folders in the start menu.
Is there a way to move folders in the start menu without receiving this error? Any help would be appreciated. Thanks

How is it you are moving the folders? What folder to what folder? Remember the All Users folder is a link to the Public folders.Joe

I am having the same problem, did you get an answer? I have not been able to organize programs in the All Programs area of the Start Menu. I either get a red slashed circle when I try to drag and drop, (for example a new game into Games) or it will add the new game into games but leave the old one on the main listing. Did you find an easy way to organize Start Menu program listings.Phil -

Turn off UAC at least until you are done setting up the start menu.

Boot into safe mode and then you can create folders, rename folders, and organise your folders in the start menu as much as you want !

I did get this issue sorted out by doing a clean install.I never have had any issues with the start menu on any Windows version.

what has worked for me is copy paste and then delete the old folder. i could not get cut paste to work. all so you can do it in windows explorer by going to C:\ProgramData\Microsoft\Windows\Start Menu\Programs or C:\Users\User Name\AppData\Roaming\Microsoft\Windows\Start Menu\Programs. make sure you have show hidden files and folders in file options ticked
