My images are not downloading in Windows 8.1 Mail.  i have gone to the Setting and then Accounts then selected the email account and made sure the Automatically download external images was turned on. I also turned it OFF and then selected the download images from the email and still nothing

Any help is greatly appreciated

Using Internet Explorer or desktop version outlook to make sure it is not caused by network or DNS issue.

Does that happens to all mail accounts you connected? If you only have one account, please check another mail account and make sure it is not caused by account settings.

Try reconnecting your mail account for good measure, if this issue still persists, try uninstall mail app from Windows 8.1 and reinstall it from Windows store then check.
