Icon shows up as a blank square in Windows 8

I have both a Windows 7 and windows 8 workstation environment. I created an icon with the extension ico and assigned it to a specific web site address. I program the icon and address to place itself on the users desktop. The icon loads on the Windows 7 machines and points to the web site however, on the windows 8 machines, the icon looks like a blank square. Clicking on the square still takes you to the appropriate web site. Is there another step to making a homemade icon show up in Windows 8?

Thanks
