Since you've tried Safe Mode, you must have XP Home since you can only access the built-in Administrator account from Safe Mode with XP Home. The default password for the built-in Administrator is a blank. If you actually assigned a password to the built-in Administrator and have forgotten it, all is not lost. However, you will need to use Google or ask a local computer tech (not a BigComputerStore/GeekSquad type of place) for how to remove that password. We can't discuss this in the MS forums.
