I have been having so many issues with MSI files not running and not being able to open services.msc because of an unregistered dll file and it wouldn't register because of the 0x80040201 error and this fixed it. Even registering from the run window wouldn't work. Thanks so much! I have been searching for three days now. I couldn't even run the Microsoft FixIt files for these issues because they are all MSI!!!!!! They need to make exe versions.

Running regsvr32 under a command prompt with administrative privileges solved this same problem for me Thanks.
