I can't have my admin rights

1st of all : I don't have permission to copy or cut or past ether. 2nd : I can't run a setup or to run it as administrator or run anything else like cmd or command prompt as admin. 3rd : I don't have the full control and when I open the c: drive the message appear and told me access denied. 4th : I am on the administrator user . 5th : I can't make a new user or open the gust user . 6th : when I try to run the command prompt as admin another message appear and told me (network error) windows cannot access c:\windows\system32\cmd.exe (in blue font) and the error code is (0x800704b3) I know why this message appear because I can't open the c: drive and there to boxes the first on the left is(diagnose) and the one on the right is (cancel) what I do: 1st of all : I search on the internet on this web site there is some one have some of my problem they told him to go to command prompt and run it as admin (witch i can't do) and write net user Administrator / access:yes I try it but it dose not work so I go to safe mode to try run as administrator it dose not work ether and i try system recovery dose not work also 2nd : I take out the cmos battery it dose not work . :( 3rd : I go to restore mode to restore but when i take out the battery it delete the restore point :( witch is bad luck :( 4th : I try to open the command prompt and run it as administrator while I am in restore mode it actually work to run as admin when I am in command prompt I write this (net user Administrator / access:yes) and told me the command is successfully work I close the command prompt and i tried to copy or past it dose not work :( i restart the computer also it dose not work. so please help me and thank you for your concern and for fast replay !!!!!
