I can't download anything
Whenever i download a file from a trusted source such as Microsoft or CNET with the run or save option a popup with an emblem on the left which looks like the Windows Firewall emblem pops up and states that thefile was deleted because it
contained a virus. This can't be the case. I have restored the system to an earlier resore point and lowered UAC - and tried other things such as AV software associations etc with no success. Any comments or suggestions would be appreciated . thank you in
advance.

To eliminate the root cause, I would like to suggest you perform the following steps to check the result;
1.
Launch Internet Explorer in No-addons mode.
2.
Boot into Safe Mode with Networking to see how it works.

Only Antivirus Software "tags a file as containing a virus and needs to be deleted" - mind if we ask what is your AV? can you disable for a while and try downloading any file.
