Hello! The IP 169.254.176.254 is assigned by your PC, not by router. When a DHCP server fails, APIPA (Automatic Private IP Addressing) allocates addresses in the private range 169.254.0.1 to 169.254.255.254 (like yours). When a DHCP server is found, then the IP is changed (renewed) automatically. Try to verify that the connection with the router is good.
