I Cant Download Anything On IE8 or IE9
I upgraded my PC the other day. Everything was working fine and i was downloading some files (that were from a trusted website) about 2 hours later i couldnt download anything, i thought it was just internet explorer blocking the files
so i decided to download firefox and that didnt work either. I've tried downgrading IE9 to IE8. ive tried using IE with no add-ons. ive tried turning off the firewall. enable is on in the download settings.
you name it, ive tried it.
does anyone know how to fix this problem?

I suggest you can try Daniels steps to scan the system. If the issue persist, please let us know was there any message received?

Reset IE Settings
2. Test the issue in
Clean Boot

Try:
Tools menu/Internet options. In the Browsing history section click
Delete..., check everything and click Delete;Tools menu/Internet options. Advanced
tab/Click Restore advanced settings;Tools menu/Internet options. Advanced
tab/Click Reset, check Delete personal settings
and click Reset.
