IE is not opening on Windows 8.1 update 1

Dear Microsoft

I'm not going with Windows anymore because they asked me to go to IT Professional forum. After I installed Windows 8.1 update 1, I can't use IE anymore.

Can you please check what is causing the problem?

Please make sure that Windows 8.1 IE 11 works properly because everytime it opens, It crashes all the time.

I just started rolling out [KB2919355] to all of my computers and it did not allow me to go on IE11. Because of that, I had to go back to Original Windows 8.1  [SOURCE]

1a. When (approx. date) did you purchase the computer?

1b. Did the computer come with Win8 preinstalled, did you do a clean install of Win8, or did you upgrade a (e.g., Win7) computer to Win8?

1c. When (approx. date) was Win8.1 installed?

1d. Was Win8.1 Preview (beta) ever installed?

2. What is the full name of your currenty-installed third-party anti-virus application or security suite (i.e., not Windows Defender!), if any, and when (approx. date) does your current subscription (if any) expire?

@DarrenBeetlestone only:

1. Does the computer belong to you or your employer?

2. Did MBAM detect & remove anything and if so, do you still have the log?

3. Which websites aren't working properly?

4. Is Enterprise Mode enabled?

5. Does the behaviour persist if you disabled Enhanced Protected Mode and/or add the site(s) to Compatibility List View?

6. Does the behavior persist if you Reset IE11 per the instructions on this page & reboot? => http://support.microsoft.com/kb/923737

Note: For optimal results, check the Delete personal settings option.

The PC is mine, and yes MBAM did detect and remove items - I do have the the log still (see below).
Websites such as www.bbc.co.uk, www.lloydsbank.com are all affected. 
EM is not enabled - how would I do that?
Disabling EPM does not change behaviour. I have reset IE, even removed it from Windows components but still no joy.
I have even tried the DISM scanhealth and restorehelath options. scanhealth works fine, but restorehealth fails with a source not found error.

3. REPOSTING: Does the behavior persist if you add, e.g., bbc.co.uk & lloydsbank.com to Compatibility View list?

4. Can you access your online banking website after disabling/unchecking the Do not save encrypted pages to disk option in IE Tools | Internet Options [ALT+T+O| Advanced tab?

Robert,
I purchased and EndPoint protection subscription in September 2013 for a three year period. All software installed, including O/S, is legal. It is for reasons like this, that I do not use illegal or downloaded software.

KB2919355 has an installation date of 11/04/2014, and was installed via Windows updates. I installed this after the problems were noticed, though. The PC is checked for updates every 1/2/3 days depending on use.
And adding sites to the compatability view list does not make any difference - even after restarting IE and PC.
Do not save Encrypted pages was already unchecked - and it failed, but checking it, testing, unchecking it and testing again does not alter the behaviour.

I'll work through the two links provided and advise shortly.

I suspect though , that the four files mentioned in the earlier post may need restoring to a standard/clean version. I just do not know how to get hold of them.

If you were seeing the behavior before KB2919355 was installed on 11 April 2014, this thread does not pertain to you. Also note that these are not Consumer-specific support forums. That being said...

Are you/have you been/were you getting errors saying that mshtml.tlb, ieetwproxystub.dll, ieetwcollector.exe, and/or ieetwcollectorres.dll are missing or cannot be found?

I came about this thread as part of my TechNet subscription, so apologies if things have become somewhat 'cloudy'.
I was getting errors with those files whilst using sfc /scannow. They were reported as being 'Cannot be repaired' in the CBS log and also when trying DISM.

I ran the various apps to determine/remove adware/malware, and although they were cleaned and removed the problem remained. Windows repair also could not resolve the issues. When I tried system restore, each of the last four options all had references to Webcake, going back to early March 2014. Consequently, I have decided to reformat and reinstall Win8 from scratch, and will use Windows Updates to apply all current updates.

It's frustrating not knowing why the problem only started last week, but, I have taken the view that if something was installed as was causing the problem, the safest bet was to flatten it, rather than try to fix it in part.

Thanks for your suggestions, though.

A Restore (AKA System Restore) typically will not "undo" infections (adware, PUP or otherwise). I'm surprised to hear that Refresh (your 'Windows repair') didn't help (unless you upgrade to Win8.1 from Win8.1 Preview).

A "wipe & reload" is definitely your best bet here. After you're back to square one (i.e., Win8), consider relying on Windows Defender & the Windows Firewall for your security instead of installing SEP again - at least until you've gotten the computer fully-patched (including KB9219355).
