IE9 Public Favorites
You would avoid number of problems if you create image correctly, namely with WAIK and sysprep. Then you obtain correct default profile and every user that make a copy of profile automatically will have the same set of favorites. Perhaps there is alternative way via group policy, but I have not tested it yet. Regards Milos

Yes, we've found a number of solutions to the core problem, but the question at hand is regarding the public favorites folder. If it's not a common group of favorites for all users to draw from, what is it? If it is supposed to serve that function, then there's a problem.

I feel foolish creating a whole new thread for this, but I can't find anything, and I'm not even sure what my problem is. I put a bunch of favorites into the C:\Users\Public\Favorites thinking that those favorites would appear for everyone who uses the computer. Logging in as various users, all can access that folder via Windows Explorer, but the favorites don't show up in IE9. Is this a problem, or does the Public Favorites folder serve a totally different purpose that I've yet to discover? I did a full IE reset thinking that a GPO might have changed something (after removing the PC from all GPOs). This seems so simple, but it's so frustrating. I just know it's some dumb checkbox somewhere that I never even thought to look.

Contents in Public profile are not supposed to be moved to all other users automatically. You may try to put them into the Default user. However only newly created users since then will copy the contents.
