Open IE, go to Tools - Internet Options - Advanced tab - click Reset button, after resseting IE settings restart IE, open Internet Options - Advanced tab, look for Enable third-party browser extensions option in the IE Settings list (Browsing section) and uncheck it. Reopen IE and check for the issue. My English is not very well.

there are not a lot of addons there and i did reset the browser in the past so unless the problem is roboform toolbar not fully support windows 7 and causing this problem i think it's something within the browser itself.

Sorry Avi. I had posted just minutes after you, then deleted it after a couple of hours. I figured you thought it was dumb, and I was embarrassed to leave it up.I had suggested you experiment with the MenuBar > View > Encoding settings. I currently have it set to Left-to-Right and UTF-8, and Rotter.Net displays just fine for me. Likewise, I have my Control Panel Region/Language set for US English. I am afraid to suggestyou change to that (as an experiment), because it would likely scramble many of your settings. Then, when you put it back to your original Region/Language, it would bevery iffy that the thousands of settings would ever be exactly restored to the clean install state you currently have.I am especially surprised to learn that your Region/Language settings actually cause IE8 to be fully mirror-imaged. (Eg, red-x close button on the left). So obviously, I am inexperiencedwith your setup. Like I said, I am embarrassed to offer dumb advice. :P

it's not a problem that occuer all the time maybe competability mode might help with that it's a bug with windows 7 and hebrew mui so i'm hopping that sooner or later an updated version of IE8 might solve this problem and many others that i posted hereand thanks for all your help.:)
