How to turn on Windows Security Center Service?
On Windows 7 Starter, I am running Microsoft Security Essentials as my anti-malware program but it does'nt work or it cant be open because Windows 7 Action Center is "turned off". There is a button to "Turn on now". Clicking on this error message “Windows Security Center Service can’t be started” but Microsoft Security Essential installed working fine (update, scaning). I try fixing problem from troubleshooting but it shows no problem found. Problem is in only Action Center. Please help me fixing this problem.

In order to start the Windows Security Center service, go to Services on your local computer and start the Security Center service from there. To do that, type 'services' in the Start search box and hit enter. From the list of services find 'Security Center'. Click on the link on the left that says "Start the service".
