Just follow this steps:
- Login to your Windows 7 OS
- Go to "Run" and enter "msconfig"
- This will open the "System Configuration" window in the screen
- Go to the tab that says "Boot"
- Select your "Windows 7" label under this tab
- Click "Set as default", if the button is enabled
- Select your "Windows 8" label under the same tab
- Click "Delete"
- Click "OK" and restart your system for changes to take effect
- This will now boot directly to Windows 7
- You can now delete the Windows 8 folders or format that drive

What procedure should I follow to officially uninstall Win8.1 off the laptop and reinstall in another machine?
You needn't to uninstall the Win8 operating system.
If the disk partition the Win8 occupies only contains the content of the operating system, after making backup for data stored in system folder(s), usually C:\Users\%user_name%\My Documents\%app_name%, you may simply format the whole partition.
If the Win8 operating system shares the same parititon with other data files, you may boot up into the Win7 operating system, then only delete the files belonging to the win8 operating system. The deletion may need Administrator permission and to change files/folders security settings.
