I was wondering how to add content to local help and support in windows 8.1?

In addition, I would like to suggest a feature to the helps + tips app for adding custom local content to the computer from Microsoft or content from Microsoft that is already downloaded.  

My goal was to put some of the MSDN/TechNet documentation on my computer since I am a developer/IT person and might need to reference it from time to time. For instance, the command line reference is really important to power users/IT
