How can someone acquire general credentials to my computer, change my network settings and slowing down my internet connection? He also puts my wireless out of function and he is enabling firewalls without authorization.

He also puts my wireless out of function and he is enabling firewalls without authorization. I have been searching for virus but the only i was finding constantly was tracking cookies

I have found after great efford that he had installed a partition with boot option for my windows 7 and so every time i was installing my windows 7 it was not booting from my ORIGINAL disk but from the partition he had installed somehow and it was having write protect. Format was not possible. and he was using something from wisxs like netman.dll or rundll32 netman process dll. Icould not turn off the Rpc process
