How do I block a user from admin rights/
I am the admin of my own computer and have made an account for my sister and made it as a (Standard User.)
Somehow she can use (Control Panel\User Accounts and Family Safety\User Accounts\Manage Accounts\Change an Account) to remove 'MY' password and login to my account, how do I stop her from doing this?

Firstly, change your password and don't share it with anyone.
Then go to User Accounts and recheck if her user account is a Standard User.
Thirdly, go to Computer Management > Local Users and Groups >
Users and ensure that the built-in Administrator account is disabled. Refer screenshot:

I checked this and the (built-in Administrator account is disabled.)
Is there anything else that could be done?

Apart from this, is there any other Administrator account on the computer or are these the only two accounts?
If these are the only two accounts and you've done what I mentioned in my previous post, you shouldn't be experiencing this problem anymore. But just to be sure, observe for a few days and see if your sister is still able to do that. We'll keep this thread

Can your PC boot from a CD-rom or a USB-stick?
If that is true she can run all sort of hacking tools against your PC.
Always remember if anybody has physical access to a PC she/he can
always get into your data. It is only a question of time. And if you
have an easy to guess password, that is even more easily done. And to
reset the Admin password is a matter of seconds if you boot into your
PC with the right tools available on the internet. The only thing,
which helps in that case is drive encryption - but that is only working
against intruders - not users, which have an account as they need
access to the drive for normal work.
For home use the easiest security against others using your data is to
store the data on an external drive/medium and lock that drive/medium
away.
