How can I add notes and ink-based notes to PDF file?

For example, I've created a PDF file made of JPGs only (no text) and I can't find how to add notes with this app.

Sorry to say that there is no such feature in Windows Reader, it's designed by default, thanks for your understanding.

You may try other reader applications to implement what you would like.
