Be specific as to what you are talking about. What MSN video plugin? Where is this plugin found? It's very difficult to respond to questions when they are so vague. I have searched the internet and I cannot find anything to fit your description. Please remember to click Mark as Answer on the post that helps you, and to click Unmark as Answer if a marked post does not actually answer your question. I still don't understand where you're at. I can watch MSN videos on my computer without a TV tuner using IE8. A TV tuner is only for Over The Air broadcasts and has nothing to do with Internet TV. Without some detailed information it's difficult to provide an answer. Can you provide an example of a video you're trying to watch? Provide an internet link. Please remember to click Mark as Answer on the post that helps you, and to click Unmark as Answer if a marked post does not actually answer your question. If you're able to receive MSN Video (might be different by location, you can't receive it everywhere and you'll get different contents), you should get a notification + download request from within Media Center. You must setup Media Center to a certain location first (ZIP, country...), or it cannot decide if MSN Video is available for you (maybe that's the problem, this setup is normally a part of the channel setup which may not be accessible without a TV tuner - maybe). No other steps are required. It's neither available as a separate download, nor provided by IE (you can watch Internet TV via IE, too, but that's another issue).
