There are some people who are not in my contacts but I want to tag their status to get alerts just for a day or two as to work with or under them.If I pin them to frequent contacts I still can tag their status to alert without adding them in my microsoft contact list.

My question is will person get notified if I pin him/her to frequent contact list.

Yes, Lync 2013 client contact new tab shows the people who have added you in contacts list.

This can be configured in Lync Options.

If the checkbox is checked, Lync client will notify the user if someone adds him to his or her contact list.

If uncheck the checkbox, the user will not receive any notification.

In Lync 2010 client, if you pin a contact to add in frequent contacts list, then lync 2010 client will prompt user, that user is added you in his contact list and lync 2013 client shows that info in NEW tab under contacts.
