Help with annoying pop ups..

These are not the normal pop ups that you get with ads. These are the pop ups that happen in all applications, mainly including Outlook, even social media. When your cursor passes over item a window pops up. Sometime this include correct spelling, a hyperlink to the item, web address they include just about everything. The problem is that they most of the time cover up work your doing and seem to pop up when you don't want. I do not know what they are called! so I cannot do a search to get help. In fact I hope I have explained then enough for help here. I do want to say again, these are not the pop ups that direct you to spam ads. I know how to fix those. These are the ones I believe that were designed to really help, it is just they have gone to far and I do not know how to turn of, where to go to turn off...

So can I get help? My proficiency level is above average on hardware and software. Very basic programming level years ago. More Hardware IT support than software.

If you pass over this area above my message each of the items above have a pop up when you pass over. It repeats what the item is..

Unfortunately again, it is not a Spam, or Virus. It is a Programmed in feature that Microsoft and other Software uses. It is the same as "Spell Check" . Spell Check is a feature that can be turned off this should too.

double check at safe mode with networking

do you remember is there any changes before this issue happen? installed, reinstall, windows update or else

try to do clean boot, you can stop it by disable its service, remove unwanted service and software from program and feature

or you can simply try perform system restore using restore point

If still persist then maybe its related to spam, adware, malware as ZigZag3143x and Simon_Wu suspected
