These are not the normal pop ups that you get with ads. These are the pop ups that happen in all applications, mainly including Outlook, even social media. When your cursor passes over item a window pops up. Sometime this include correct spelling, a hyperlink to the item, web address they include just about everything. The problem is that they most of the time cover up work your doing and seem to pop up when you don't want. I do not know what they are called! so I cannot do a search to get help. In fact I hope I have explained then enough for help here. I do want to say again, these are not the pop ups that direct you to spam ads. I know how to fix those. These are the ones I believe that were designed to really help, it is just they have gone to far and I do not know how to turn of, where to go to turn off...

So can I get help? My proficiency level is above average on hardware and software. Very basic programming level years ago. More Hardware IT support than software.

If you pass over this area above my message each of the items above have a pop up when you pass over. It repeats what the item is..

If they happen outside of a browser I would run malwarebytes.

Please download the free version of Malwarebytes. Update it immediately.
Do a full system scan
Let us know the results at the end.

If they happen in a browser you might want to add a pop up blocker like Ad block plus

Thank you for your quick response. But just as I was afraid of I did not explain well enough what they were. These are not connected to any malicious software or Spam or Virus. These are designed and used as a authorized tool.

Try this.. Hit replay to my blog. Once the box come up to ad text run your mouse or cursor over the items in the top bar,  i.e "B" to make the text bold. Maybe yours may but mine pops up a box with "Bold (ctrl + B" in it. If you run the cursor over the underlined U you get a box that says 'Underline (Ctrl + U)" This happens on alot of items in Outlook, facebook and most if not all applications and software. This is what I am trying to get rid of. The Spam pop ups I can get rid of this is the problem ones. I cannot add an image t says my account needs verified..?
