Hi,

Firstly, I would like to know how you upgrade to Windows 8.1. This type of error is usually related to C++ components damaged or missed. Please make sure the Visual C++ installation Package is right, or you can try to download the Visual C++ installation package from the link below and reinstall it.

Also, you can follow the steps to troubleshoot.

1. Scan the virus in safe mode because the virus could block the module of anti-virus.

2. You can start the Windows in safe mode. If it is normal in safe mode, please set clean boot and refer the link below to know how to check conflicting software by clean boot.

3. If it is normal in safe mode but not in clean boot mode, please download the latest drivers version and reinstall them.

If it still doesnt help, please send your error message to us in the Event Viewer, and we will help you to solve. Refer the link below to know how to use Event Viewer.
